Full Job Description

Position Summary:
The Quality Assurance Specialist reviews documentation and practices to ensure compliance with licensing regulations and applicable laws and regulations. The Quality Assurance Specialist assists with the development and implementation of policies and procedures and establishing practices that enable the agency to achieve its goals to maintain quality services. The Quality Assurance Specialist works closely with the State of Oregon Developmental Disabilities Licensing Specialist to ensure that any deficiencies in services and documentation are corrected. The Quality Assurance Specialist serves as an advisor to Direct Support Professionals, Lead Support Professionals, and Program Managers in the development of quality supports for supported individuals.

Essential Functions:

Completes task analyses to assist in creating Standard Operating Procedures to be included in agency procedures and operational guides.
Develops forms necessary to track compliance and ensures they reflect current policies, procedures, and expectations.
Completes and documents audits of programs’ compliance to documentation and practices and clearly communicate the results.
Assists in obtaining and maintaining Certification and Endorsement for new and continuing Service Elements.
Assists in obtaining new licenses for service elements with existing Endorsements.
Assists in Entry, Exit, and Transfer of supported Individuals into new and existing programs.
Reports suspected abuse, neglect, or individual rights violations per agency policies and procedures.
Coordinates the completion of the Plan of Improvement submitted to Licensing following receipt of the Statement of Deficiencies.
Coordinates training required to remedy violations of rules, regulations, statutes, and Oregon Administrative Rules when necessary.
Inspects and reports concerns with physical environments to appropriate parties to remedy concerns.
Reviews Program and Individual records for compliance with applicable rules, regulations, statutes, and Oregon Administrative Rules.
Submits audits and reports in a timely manner.
Performs basic clerical duties, such as creating program binders and maintaining electronic files.
Completes Incident/Accident reports per policy and procedure.
Participates in committees relevant to job description as requested.
Collaborates with other agency departments to clarify expectations and provide input on practices, policies, procedures, and guidelines.
